Globe and Mail/B.C. not implementing accord, groups say

Vancouver -- Environmental groups say the British Columbia government has failed to implement key elements of the Great Bear Rainforest Agreement, which was hailed as a breakthrough when it was signed a year ago. In a report card issued today, four environmental groups involved in the agreement say the government has failed to implement several key elements, including a government-to-government protocol with native groups.
